This is in contrast to at least some parts of the private sector, where some enterprises have begun to move on to being able to develop other strategies, albeit that keeping costs down is still important. Many questions facing many public sector organisations at the moment centre on sourcing and agility in that context:  How do you produce agile services both for your internal users and that the external customers that you are involved with?
